A rain suit acts as a thermal envelope and makes you warmer by trapping body heat. If your rain suit has vents or zippers, you can open them to shed some of the warmth so you perspire less.

Yes, absolutely! Unlike a typical leather jacket, a waterproof suit has sealed seams, a waterproof shell and zippers so it completely stops rain from penetrating. Since the suit won't absorb moisture, you'll stay warm and dry even when it's coming down hard. You'll feel the difference right away.
If it's warm, but wet, you don't really need to worry about insulation. So a decent cotton t-shirt under a lightweight rain suit might be all you need. If the rain dies off, you can get rid of the rain suit and stay cool and dry in just a t-shirt.
