When the roads are damp from rainy weather, your entire body ends up sopping wet due to tire spray. Because of this, a waterproof rain suit is invaluable. Not only will the rain suit keep your legs dry, but they will add an extra layer of protection to keep you comfortable while you ride.

A rain suit acts as a thermal envelope and makes you warmer by trapping body heat. If your rain suit has vents or zippers, you can open them to shed some of the warmth so you perspire less.

If it's warm, but wet, you don't really need to worry about insulation. So a decent cotton t-shirt under a lightweight rain suit might be all you need. If the rain dies off, you can get rid of the rain suite and stay cool and dry in just a t-shirt.
